I can not trade one of my legendary change hands and said: "This Pokemon can not be offered for trade? All my pokemon are not reliable. Please help

Sometimes I saw some legendary Pokemon are simply not allowed. When you visit the official website and see what GTS strikeout one hand, some legendary pokemon offers full, which means that are not generally negotiable.
The only reason to see this message, because:
1) you use, improve your pokemon AR
or
2) is used to produce counterfeit pokemon Pokesav.
I call BS on his "legitimate" Pokemon.
